AT SCHWENK
The requirement for approval of CEM II-M cements for civil engineering structures according to ZTV-ING in Baden-Württemberg has been lifted.
In early May 2025, the Ministry of Transport of Baden-Württemberg introduced the new ZTV-ING 2025/02. Based on condition data from existing structures, a working group consisting of cement manufacturers and the associations IZB and VDZ was able to objectively demonstrate that civil engineering structures in the state are both climate-friendly and durable with Portland composite cements.
Prior to the current regulations, the exchange with the Ministry of Transport of Baden-Württemberg (Department of Road Traffic, Road Infrastructure) was very constructive and practical. The now-issued decree reinstates the previously known, but temporarily expired, regulation regarding the use of CEM II-M cements in Baden-Württemberg. The associations are working with the Federal Highway Research Institute (BASt) to ensure that, in the interest of sustainability, the requirement for approval of clinker-efficient CEM II-M cements is removed nationwide when the ZTV-ING is updated.
With the introduction decree (Annex 4, link below), the following regulations now apply to cements for civil engineering structures in Baden-Württemberg:
- CEM II/A-M cements (with the main components S-D; S-T; S-LL; D-T; D-LL; T-LL; S-V; V-T; V-LL) can be used without restrictions in civil engineering structures nationwide since the update. This applies to the products of the South Works Group:
- SCHWENK CEM II/A-M (V-LL) 42,5 N – Allmendingen plant
- SCHWENK CEM II/A-M (V-LL) 42,5 N – Mergelstetten plant
- For Baden-Württemberg, the requirement for approval according to 3-1, section 4.3 for CEM II/B-M cements (with application approval) has been lifted. Their use is therefore generally permitted without prior approval from the client and applies to the following products of the South Works Group:
- SCHWENK CEM II/B-M (V-LL) 32,5 R (az) – Allmendingen plant
- SCHWENK CEM II/B-M (V-LL) 32,5 R-LH (az) – Allmendingen plant
- SCHWENK CEM II/B-M (V-LL) 42,5 N (az) – Allmendingen plant
- The use of CEM II/C-M cements is possible with the client’s approval, but is excluded for capping concrete. The regulations of the general building supervisory approval regarding exposure classes XF2 to XF4 must be observed.
